Dual Citizenship as a Possible Tool to Elevate Diaspora Engagement in Ethiopia: The Quest for Legislative Action

Due to intense competition for foreign direct investment (FDI), states have
been turning their attention to the diaspora. It is believed that diaspora
communities can play a critical role in sustaining development by fostering
socio-economic and political progress in their home state through investment,
remittances and the transfer of knowledge. In order to facilitate diaspora
engagement home states can employ various policy options and strategies.
Despite the large number of Ethiopian diaspora, Ethiopian diaspora
engagement remains low. The non-recognition of dual citizenship is believed
to be one of the core variables that that is blamed for this low diaspora
engagement. This article explores the connection between dual citizenship and
diaspora investment by applying a doctrinal research methodology.
